Tehran has put a written document in front of Washington for the first time in this crisis. Regional sources briefed by the mediators told The National the proposal runs to a regionwide ceasefire of up to 60 days, a phased reopening of the Strait of Hormuz, an end to the American blockade, a halt to Iranian attacks on Arab neighbours, and an agreed timeline for substantive talks while the ceasefire holds. Qatar, Pakistan and Egypt carried it. Oman did not.

Mohsen Rezaei, secretary of Iran's Supreme National Security Council, attached a window to it in public. Carriage splits on the length, four to five days in most accounts against three or four in his own quoted words. His reasoning is the part worth keeping: many of the conditions could be executed inside 24 to 48 hours.

Two Iranian positions are now running at once. The document offers a phased reopening. Rezaei says there is "no staging or step-by-step process."

Washington has not answered the document. Trump called for "complete economic isolation" and ruled out lifting the blockade before Tehran shows goodwill, which is the one act that would start Iran's own clock.
