SITUATION UPDATE

Qatari mediators handed Foreign Minister Abbas Araghchi the formal US answer to Iran's seven-day plan in Doha on Tuesday. He presented it to President Masoud Pezeshkian's cabinet on Wednesday, government spokeswoman Fatemeh Mohajerani said, without disclosing its contents. Reuters says the document in circulation sets out seven days of trust-building aimed at an enhanced version of the June memorandum, with concrete steps on Iran's nuclear programme, and that the two sides disagree on the sequencing, not the components.

Yesterday we put 55% on a US text reaching Tehran this week with the channel still open. It arrived. Whether it restates Washington's nuclear-first line or moves a nuclear step earlier inside the seven days is still unknown, and that is the whole negotiation now.

FOUR HITS IN TWO DAYS

The Strait of Hormuz had a worse 36 hours than the talks did. Monday evening's hit, reported late through a third party, now has a name: the Al Funtas, a 316,648 dwt VLCC run by Kuwait Oil Tanker Co. It caught fire, the fire was put out, and the crew is safe. UKMTO says three more ships were struck by unknown projectiles on Tuesday, according to AFP: a crude tanker hit on its port side, an LNG carrier and a third vessel. None has been named and no one has claimed them.

The Al Funtas was not on the "non-compliant" list of Iran's self-declared strait authority, Maritime Executive reports, though several other Kuwaiti tankers are. It was also reportedly sailing dark, and was found anyway. Our maritime panel reads that as targeting by owner and flag, not by hull, which means "not listed" no longer clears a ship for a charterer. It is the third tanker from Kuwait hit this war.

IRGC spokesman Hossein Mohebbi told reporters on Tuesday: "We have been striking ships for quite some time now," referring to small vessels that try to pass. He named no ship. Our defense panel reads the damage reported so far (a fire, no disabled hull) as small warheads such as one-way drones or short-range rockets, and the timing, bracketing delivery of the US text, as signalling rather than attrition. That fits The IRGC Veto: the Guards pricing their signature while the cabinet reads the paper.

Underwriters will reprice. Reuters' latest curve puts Hormuz war risk at 6-9% of hull value against ~3% at Yanbu. On a ~$100M hull carrying 2M bbl, 9% is ~$4.50/bbl. The maritime panel expects Hormuz quotes at or above the top of that range, which widens Yanbu's cost edge just as loadings there return to ~2M b/d.

THE NOVEMBER ROLL

Brent fell on supply, not on peace. November settled at $102.59 on Tuesday, down $2.69, after Kpler put September Middle East crude exports at 16.33M b/d, the most since the war began. It rose ~1.1% early Wednesday.

November expires today. December settled at $96.16 on Tuesday and traded ~$97.60 on Wednesday, so Thursday's headline price will sit ~$6 lower on the contract switch alone. That is not a crash.

Brent Nov, Sep 29 settle$102.59-2.6%, expires Sep 30
WTI, Sep 29 settle$89.38-3.5%
Brent Nov, Sep 30 early~$103.73+1.1%
Brent Dec, Sep 30~$97.60front month from Oct 1
Alert line from Oct 1~$102.4+5% on Dec's Sep 30 settle, if near $97.5

Our energy panel has December at $95-101 at 50% into Friday's settle ahead of the Oct. 4 OPEC+ meeting, above $101 at 28% and below $95 at 22%. Both tails widen because the week now holds news that can move price either way. OPEC+ is expected to hold. The Energy Department's reserve exchange of up to 40M bbl closes bids on Oct. 6 and delivers in November and December, too late for this week.

OUR READ

For the week to Oct. 7, the geopolitical panel puts a Tehran counter-proposal with the channel open at 45%, no formal reply at 30%, rejection at 15% and acceptance at 10%. It puts Iranian action at sea confirmed or claimed at 28% and a US kinetic response at 12%.

We hold the threat level at 8/10. It goes to 9/10 on any hit that kills crew or disables a hull, a hit on a tanker loading at or leaving Yanbu, or US strikes on Iranian territory.

WHAT TO WATCH

Names, flags and casualties for Tuesday's three ships, and any claim. Araghchi's first public line on the US text. A CENTCOM statement naming Iran, which our defense panel treats as the leading indicator of a US response. A dated Hormuz war-risk quote. December's settle today, the new alert base.
