Trump Rules Out Pre-Midterm Strikes; Tanker Rates Hit a Record

October 9, 2026. Prices are intraday Friday and will move before the settlement.
Situation update
President Trump has taken a US strike on Iran off the table until the midterms. "We will not be attacking Iran at any time prior to the Midterm Elections to be held in the United States on November 3rd," he posted on Thursday, citing "productive discussions" with Tehran. The blockade, he said, "will remain in full force and effect." Brent fell from ~$105 to ~$103 after the post, according to CBS, before settling at $104.28.
Planning continues. The New York Times, as relayed by Ynet, reports a plan for about three days of strikes on missile, drone and IRGC targets, with energy installations under consideration and three carriers due in the region by late October. Israel's Channel 12 says US officers told the IDF chief, Zamir, that the White House and Pentagon had instructed them to prepare for a "massive attack on Iran within the next three weeks." Both reports rest on unnamed sources.
Tehran has not replied to the US counterproposal. Iran is "still reviewing" it, Dawn reported on Friday. President Pezeshkian, who met Vladimir Putin in Turkmenistan on Thursday, set the tone at a regional summit: "Negotiation conducted in the shadow of force is not negotiation, it is imposition and coercion."
Washington kept up the economic pressure. The Treasury designated 17 shadow-fleet tankers on Thursday and said the action "effectively neutralizes the vast majority" of Iran's remaining network; UPI reports the State Department added five more.
Saudi Arabia confirmed that two attacks on Thursday hit Riyadh's King Khalid airport and a Saudia aircraft, killing three Saudis, including the plane's captain. The Houthis claimed the attacks. Our alert has the detail.

Analysis
Our assessment: the pledge buys calm on one front, for a fixed window. It covers US strikes on Iran only. Israel, the Houthis and Iran's own campaign at sea sit outside it. The New York Times reports that US officials had expected Trump might hold a decision until after Israel's October 27 election and the US vote, which puts the risk on the far side of November 3. That fits the base case in The Midterm Clause: a channel that stays open without a result until the election. We now read two-week escalation risk as elevated with no upward skew, and put a US strike on Iran before October 23 at ~10%.
Iran has less reason to hurry now that a pre-election US strike is ruled out. Expect a slow answer that keeps the channel alive without enrichment concessions.
Hormuz is still setting the price of crude. With 63% of US Gulf offshore output shut in, WTI should have led if the storm were driving crude; instead the Brent-WTI spread widened to $12.79 at Thursday's settle, from $11.92. Isaias shows up in diesel. Futures rose 5.6% on Thursday, and Lipow Oil Associates puts ~2.7M b/d of refining within or near the storm's path. The storm is tracking toward Mississippi and the Florida Panhandle, east of the Houston, Port Arthur and Lake Charles plants. Our working band for Brent settles is $101-105.
At sea, UKMTO issued a delayed report on Thursday of a crude tanker hit in the strait on October 6, with no casualties. Its public tally shows 13 strikes this month; officials told the New York Times the real number is closer to 20. A fire aboard the VLCC Dhalkut, 22nm off Fujairah, is unconfirmed as an attack. Security firm Marisks has advised clients to stop transiting and says ships in US-guided convoys are being targeted, a claim no official body has backed. Supertanker rates from the Gulf to East Asia hit a record near $1.4M a day on October 7, and Windward puts freight at more than 25-30% of the cost of Gulf crude, against 1-3% normally. Saudi Aramco is in talks with customers to load next year's term barrels outside Hormuz, a sign it expects constrained access into 2027.
The desk holds its threat assessment at 8/10. No crew has died in October, and the Riyadh deaths were ashore.
What to watch
- Iran's reply: nothing by October 14 would mean Tehran is running the clock past the election.
- Isaias landfall, tonight or early Saturday: a confirmed refinery run cut in Mississippi, Alabama or around New Orleans would push diesel higher.
- Saudi bypass: a confirmed hit on Yanbu or an East-West pipeline pumping station, after Thursday's Houthi warning to oil workers.
- Dhalkut: UKMTO logging it as an attack would confirm strikes on tankers outside the strait.
