Situation update
Iran's foreign minister tied the Strait of Hormuz to the negotiating table. In an interview with Iraq's Al Ekhbariya television aired overnight, Abbas Araghchi said that until an agreement or understanding is reached on the strait, "it will not be open to everyone." Indirect talks continue through Pakistan and Qatar, he said, adding that "the negotiating table is still there."
Tehran's other senior voices hardened their terms during Pakistani army chief Asim Munir's October 20 visit. President Masoud Pezeshkian said US pressure, threats and sanctions must be lifted before negotiations. SNSC Secretary Mohsen Rezaei said no enriched uranium will leave Iran. Our Iran report covers the factional background. Our geopolitical assessment: the public position has narrowed, but no party has declared the channel closed.
Washington's line stayed split. A White House spokeswoman told Al Jazeera the US will not attack Iran before the midterm elections and that the blockade stays, while President Trump said a "final decision" on the war was still ahead. Our midterms scenario sets out the paths that timeline opens.
Market impact
| Contract | October 20 settlement | Change |
|---|---|---|
| Brent December | $108.79/bbl | -$0.76, -0.7% |
| WTI November (expired) | $101.79/bbl | -$1.87, -1.8% |
| WTI December | $97.82/bbl | -$0.72, -0.7% |
Brent reached $111.99 during the session, a five-month high according to Reuters, before settling lower. November WTI traded in a range of ~$9 on expiry day, with a high of $110.48. December WTI is now the front month, and its comparison point is its own October 19 settlement of $98.54. A screen that rolled from November to December shows a ~$4 drop that reflects the contract change, not a price move.
Both benchmarks rose in Asian and early European trade. Exchange data showed December Brent at $109.64 and December WTI at $98.46 at 07:55 UTC, up ~0.8% and ~0.7% on the day. API data cited by Reuters put the US crude stock draw at 4.9M barrels in the week to October 16. Official EIA figures are due later today.
Shipping and military exposure
The UKMTO incident list, read this morning, shows 35 reports. Its newest entry, advisory 178, describes an October 20 interaction between a tanker and military forces ~121 nautical miles east of Duqm, Oman, and does not class it as an attack. Warning 177, the October 18 tug strike off Khor Fakkan, remains the latest reported attack.
Update, 16:09 UTC: UKMTO has since posted warnings 179 and 180, reporting two tankers struck by unknown projectiles west of Bukha, Oman, and southeast of Al Faw, Iraq. Crews are reported safe. See our afternoon alert.
IRGC naval statements carried by Iranian media on October 20 claim that tankers hit mines south of Hormuz, including a supertanker carrying more than 2M barrels that the IRGC says was struck late that day. No vessel has been named, and no matching UKMTO notice exists. JMIC found no substantiation for similar claims earlier this month. We treat them as claims until a ship, an owner or a notice confirms them.
Inside Saudi Arabia, the coalition said it intercepted five drones over the Eastern region and Medina on the morning of October 21, AFP reports. It named no launcher and reported no damage.
Freight has eased from its peak. Lloyd's List reports the Baltic VLCC Oman-China rate at $790,181/day on October 19, down 13% from its early-October high. Mercuria is now asking a London court to invalidate and suspend the Baltic Exchange TD3C index back to the start of the crisis, Lloyd's List reports, which adds uncertainty for contracts priced on it.
What to watch
- Talks: any US response through the Pakistan and Qatar channel, and whether Iran names conditions for reopening.
- Mine claims: a named vessel, a UKMTO notice or JMIC Update 107 would settle what the IRGC statements cannot.
- Saudi airspace: attribution of the October 21 drones, and any confirmed damage to Eastern region energy sites.
- Inventories: today's EIA report against the 4.9M-barrel API draw.
